This is a Level 5 soft shell jacket from Patagonia's MARS (Military Advanced Regulator System) manufactured for the US military.

The MARS was made for US military special forces operating in extreme environments, and was delivered to US special forces including the SEALs. It was used on the front lines of Afghanistan and in the frigid regions of Alaska, where it received high praise. However, due to its expensive materials and elaborate construction, it was expensive, and it is an extremely rare model that was only adopted by a few special forces.
